Chairman of the Board
Police Commissioner Joseph > Bail, Jr.
Mr. Bail studied Criminology at Indiana University of Pennsylvania and graduated from Widener University’s Paralegal Studies Program. He was an Adjunct Professor of Criminal Justice Studies at Delaware County Community College.
He retired as the Police Commissioner for the City of Chester (PA) Police Department where he was employed for 43 years, and was the Deputy Emergency Management Coordinator for the city. He has lectured to national and international Special Operations, Emergency Management and Emergency Medical Personnel. During his career he lectured at Drexel University, Philadelphia University, Regis University and Delaware County Community College. In his position as Police Commissioner, he spoke at the United States Capitol and the Pennsylvania State Capital on the topic of urban violence. Mr. Bail is currently the Deputy Team Commander for the PA 4, Disaster Medical Assistance Team.
He co-authored, with John Giduck, the book “Shooter Down! The Dramatic, The Untold Story of the Police Response to the Virginia Tech Massacre.” The book was written after numerous investigative trips to the university to interview the police, medics and victims of the shooting, after which he was retained by the university and the state as the expert for pending court cases over the shooting. He has published several articles for law enforcement magazines. Today, he is also Vice-President of the Newtown Square Fire Department and assists in its Emergency Management structure.

Elena Dean, Central Intelligence Agency Intelligence Officer (ret.) and Business Executive
Elena Dean, a Dartmouth College honors graduate, began her professional career at the Central Intelligence Agency (CIA), where she served for over 20 years as a Senior Intelligence/Operations Officer within the National Clandestine Service (Directorate of Operations). She has extensive experience developing collaborative international relationships and partnering with U.S. Law Enforcement, U.S. Military, U.S. Government entities, and private sector C-Suite Executives on strategic initiatives. Elena has significant international experience, with emphasis on multi-cultural adaptability, cross cultural communications, and foreign language capabilities.
After leaving government service, Elena gained experience as an operations and business development professional in the private sector, and as an entrepreneur. Elena was the co-founder and CEO of RegenMed Growth Systems, a concierge medical services firm focused on helping Military and Veteran patients live a pain free and active lifestyle through Regenerative Medicine Therapy. Elena is a former Vice President at RE/MAX LLC, where she had operational, business development, and P&L responsibilities for multimillion-dollar business units. She has an exemplary background of leadership supporting high growth organizations at the start-up, established business, and enterprise levels.
She is currently working on a Master of Science degree in Management (concentration in leadership, change management and organizational development) at the University of Colorado - Denver Business School.

Director and General Counsel
Dr. John Giduck, Attorney and Professor
Dr. John Giduck has a bachelor’s degree from Penn State and a law degree from the University of Denver. He has been a licensed attorney since 1985. He also earned a master’s degree specializing in Russian studies, from the University of Colorado, which included completion of the Russian Culture and Language Program at St. Petersburg State University in Russia. As well, he holds a Ph.D. in Middle East Studies from King’s College in London.
Among his years of global travels, he spent more than two decades working in and out of the Soviet Union, then the Russian Federation, and several former Soviet republics. He has trained state and federal law enforcement officers, prison CERT/SERT and SWAT teams throughout the US, in such disciplines as defensive tactics, Russian organized crime, negotiations and terrorism courses. He has also served as a consultant on various international and terrorism subjects.
Currently, he is an adjunct Associate Professor of Doctoral Studies in Homeland Security and Criminal Justice with Colorado Technical University and is a member of the Advisory Board of the College of Disaster Medicine and Management of Jefferson University in Philadelphia, where he has taught master’s level terrorism courses for more than 10 years. Beginning in early 2020, he joined the Advisory Board of the American Counter-Terrorism Targeting and Resilience Institute.
In addition to numerous published articles on terrorism, Russian organized crime and law enforcement tactics, he has authored several books: Terror at Beslan: A Russian Tragedy With Lessons for America’s Schools; Shooter Down! The Dramatic, Untold Story of the Police Response to the Virginia Tech Massacre, along with co-author Police Commissioner Joseph M. Bail; and When Terror Returns: The History and Future of Terrorist Mass-Hostage Sieges.

Shawn Gregory
Shawn is the owner of a Denver-area CPA firm, Shawn T. Gregory, CPA, PC, established in May 2003. He has worked 32 years as a Certified Public Accountant with emphasis on tax. As a tax professional, he has extensive experience preparing and planning for individual tax, Corporation and S Corporation taxation, Estate, Fiduciary and Partnership/LLC taxation. He has also worked with and been on several not-for-profit organization boards during his career. He assists his clients with IRS representation, business planning, succession planning and estate planning. In addition, Shawn has vast experience in preparing Compiled and Reviewed financial statements.
After graduating from California State University, Fullerton with an emphasis in accounting in 1989, he joined the national accounting firm of McGladrey & Pullen, LLP (currently RSM McGladrey) as a staff accountant in Anaheim, CA. In 1993, he transferred from McGladrey’s Anaheim office to Denver and continued in the tax department. He left McGladrey & Pullen in 1996 when the firm sold its Denver practice to a regional firm and the tax partner, and he opened their own firm in Arvada
Shawn’s not-for-profit experience includes working with a US regional non-profit community corrections facility, another organization in the counter-terrorism realm, as well as smaller nonprofits associated with family and local interests. Professionally, he is a member of the American Institute of Certified Public Accountants as well as the Colorado Society of Certified Public Accountants.
His hobbies include scuba diving, martial arts, shooting and hunting, motorcycle trips, travel, hiking, and other outdoor activities in the American west.

Chris Sauser
Chris earned a Bachelor degree in Psychology from the University of Nebraska and a Master degree in Psychotherapy from the Naropa Institute. For many years, afterward, he worked as a mental health counselor in various inpatient and outpatient settings counseling children, adolescents and adults. He then moved to another career in financial planning. Currently, he is a manager of a team of financial planners that provide retirement plans for affluent clients. He holds black belts in several martial arts.

David Funk
David Funk retired with 27 years of experience in the military and then as a contractor for the military for 4 additional years. Additionally, he has over 10 years of experience in the civilian work field. Subsequent to his military service, he served for 9 years as Family Court Commissioner and an additional 3 years as a teacher in secondary education. During his more than a quarter century of military service, he worked extensively in Public Affairs and Administration, and was the Protocol NCOIC for senior level officers in the military throughout the world. This often saw him assigned as personal driver and bodyguard to general officers and US government officials traveling overseas. Among his other activities and skills, he is a professional race car driver, skilled martial artist, and has completed extensive training in several dimensions of anti-terrorism. Throughout his career he worked throughout the world, including many years spent in numerous countries in Asia. David retired from the US Army in May 2004 with the rank of Master Sergeant.

Dr. Michael Bailey
Dr. Michael Bailey is a veteran of the United States Army (1985-1991), and retired as a Watch Commander with the United States Border Patrol in May 2019 after more than two decades of service. Dr. Bailey is a homeland security and emergency management professional with over 22 years of experience in federal law enforcement. Dr. Bailey has become a subject matter expert in homeland, border, and transportation security. A dedicated practitioner with a solid background in emergency and strategic management as well as a skilled instructor in ethics and general leadership matters.
Dr. Bailey has a B.A. in Management from National Louis University, a M.S. in Strategic Leadership from Black Hills State University, and a Doctor of Management in Homeland Security from Colorado Technical University.
Dr. Bailey currently serves as the Homeland Security Studies Director at Laredo College in Laredo, TX.

John Linder, Founder/CEO, Riverside Futures Regional Community Development Corporation
John A. Linder, is a retired Professor in Social Sciences, now Faculty Emeritus at Delaware County Community College, Media, Pennsylvania. He holds a Bachelor’s degree (BA) in Behavioral Sciences from Widener University and a Master’s degree (M.Ed.) in Higher Education and Counseling from Kutztown University. He also was awarded an Honorary Doctorate Degree in Human Sciences (D.Sc. H.C) from the Robert R. Carkhuff Institute for Human Development and Thinking Technologies, McLean, Va. (for research and co-authorships).
He is the former-Director and Professor in the Human Services Program at Northern Virginia Community College, Alexandria, Virginia and a counselor/instructor at Kutztown University.

He serves on several boards of directors, including: Delco Literacy Council; Delco-United for Sensible Gun Legislation/Co-Chair; Former Member Philadelphia Prison Society Board.
His professional skills include working with diverse populations: former Associate Director of Teen Parents Program; and Career and Work Force Development Skills.

Ron Camacho, Police Chief
Chief Ron Camacho is an accomplished law enforcement executive with 26 years of experience, most of this time spent in supervisory and management positions. Chief Camacho has successfully trained all patrol ranks, from corporals to captains, on leadership, supervision, discipline, team building, policy development, and mentoring. He retired as the patrol operations captain with the York City (PA) police department, where he commanded over ninety officers and detectives. Chief Camacho also worked as the patrol commander for the Old Dominion (VA) University Police Department.
Chief Camacho spent time as an international police trainer in Afghanistan and Mexico, where he developed and taught courses for patrol officers and sergeants on command leadership and tactical operations. He spent a year living in Mexico as the deputy program manager on a State Department police training contract. His duties included supervising police-related courses for Federal and State Mexican law enforcement officers and ensuring the classes were delivered to a high standard.
Chief Camacho is a nationally published author on Emotional Intelligence, Transparency in Policing, Police Leadership, and Ego-related issues. In May 2019, he presented at the International Chiefs of Police Association (IACP) Technology Conference on his police department's use of integrated technology platforms to enhance small to mid-sized communities' ability to fight crime. In August 2020, Chief Camacho spoke before the Pennsylvania House of Representatives Policy Committee on his department's successful response to the twenty straight days of peaceful protests in downtown Chambersburg Borough.
He is a graduate of the FBI National Academy, 239th session, has a Master's of Science in Criminal Justice from Liberty University, and is a U.S. Army veteran. He became the Chief of the Chambersburg Borough Police Department in July 2016. Ron also owns Camacho Consulting LLC, a company that helps public and private sector companies solve leadership and management issues.

Ross Rienau
Ross Rienau grew up on a 1,000-acre cattle ranch in the American West, and is a skilled horseman and rodeo cowboy. Currently, he is a Safety Manager at Hensel Phelps. He is a certified instructor trainer for Adult First Aid, Pediatric First Aid, CPR AED all ages, Bloodborne Pathogens (BBP), Child and Babysitting Safety (CABS), Use and Administration of Epinephrine Auto Injectors (EAI), Wilderness First Aid (WFI), Emergency Oxygen, Advanced Bleeding Control, High-Performance CPR. Other professional certifications include Certified Occupational Safety Manager (COSM) and Certified Occupational Hearing Conservationist (COHC).
He is also a world class three-gun competitive shooter and a pistol, rifle, and shotgun instructor and certified Range Safety Officer, and is extensively trained in the Russian martial arts of SAMBO and Systema, Combat Hapkido, is a former MMA fighter, state high school wrestling champion and honorably discharged Army veteran. He is extensively trained in executive protection, small unit tactics, and is a skilled auto mechanic, home builder and gunsmith. In his spare time he enjoys big game hunting.

James Paulgaard
James “Jimmy” Paulgaard was Texas-born then raised in Alberta, Canada farming grain, cattle and helping with his parents’ equestrian center, where he became an accomplished competitive rider in both English and Western when he was young.
Over the course of his life, James has lived on 4 continents, is an honor graduate of the elite ESI executive protection academy in Colorado, and has done executive protection work on multiple continents. He received advanced sniper training and ADS and Special Forces-based training as a combat medic in Fayetteville, North Carolina, and worked as a contractor for ADS on the front line in Iraq during the last push to remove DAESH/ISIS from Mosul. He worked in the hospital trauma and surgery center in Dohook, Iraq. He also worked alongside African Rangers as a sniper and medic in anti-poaching operations and taught tactical movement/weapons manipulation and TCCC in Africa. James has been trained and certified in: barricade, terrorist and K&R negotiations; rapid engagement and close-quarters combat; foreign weapon systems; advanced Russian SAMBO and Systema-based hand-to-hand combat; advanced small unit tactics; surveillance and counter-surveillance; bomb detection and recognition; close protection and executive protection; attack methodology of modern-day terrorism; and, insurgency/ counter-insurgency.
Jimmy has attended a number of the best tactical schools in the world, taught tactical skills for the Archangel Group, is a former competitive mixed martial artist, and continues to practice Brazilian Ju-Jitsu. He regularly competes in 3-gun and other firearms related competitions. He has held, and still holds, a number of motorcycle FIM and AMA World Land Speed Records, and in his spare time ran the Okanagan Boxer Rescue for 22 years.
Most recently, he has served as a unit chief/paramedic/community paramedic/recruiter for the British Columbia provincial ambulance service. James also teaches paramedicine at the Academy of Emergency Training in Canada, and works alongside his brother to run the family farm.

Shari Nicoletti
Shari comes from a law enforcement family and even served as a police officer for a time. She has a BA in Psychology, a MBA, and a MS in Cyber-Security from the University of Colorado - Denver, as well as a MS in Cyber-Security from the University of Maryland. She has spent the majority of her career as an Aerospace Engineer working in intelligence analysis. She is also adjunct faculty teaching university courses in Cyber-Security, Cyber-Crime and Computer Forensics.
